As committed by the Eurussian Government, with our aim in ensuring that the world is united in exploring the outer space for the benefit of mankind, hereby submits the draft of an international law that will merge and combine the functions of the WA Space Defense Agency and the WA Moon Commission, to become under the authority of the Security Council to ensure fairness and equality. Hence, we propose the World Alliance Space Agency Act.
Section 1 - Objectives

The World Alliance Space Agency shall serve as a unique and specialized agency of the World Alliance under the authority of the Security Council that will manage affairs of all nations regarding the outer space, the moon, and their demilitarization. The WASA shall coordinate all international initiatives on the outer space and the moon without prejudice to the inherent rights of nation states.
Section 2 - Leadership

The de facto leadership of the WASA shall be handled by a Eurussian (Eurussia) official, by default, as the Director General. And may be handed over to other nations for the efficiency of the WASA without prejudice to the SC.
All subordinate hierarchy may be arranged accordingly.
Section 3 - Organization

The headquarters of the WASA shall be located in Saint Petersburg, Eurussia. And each continent shall have their respective WAHA offices based on each of the WA Neutral Territories respectively. They are as follows:

Section 4 - Operations

Aside from the administrative offices of the WASA on every WA Neutral Territory acting as the secondary headquarters of the WASA, each continent shall have their dedicated WASA space centers that will focus on the research, satellite, and launching operations of the organization. They shall also be reponsible on the utilization of all space related facilities of the WASA in every WA Neutral Territory. They are as follows:

Section 5 - Funding, Membership
The funding for the administration of the WASA shall be provided by the Security Council and all its initiatives where voluntary financing from member states shall not be impeded. All nation states of the World Alliance are member states of the WASA without prejudice to their sovereign rights as nations and maybe subject to its policies unless otherwise with their explicit refusal.
Section 6 - The Moon
The Moon, being the only natural satellite of the Earth, shall be considered as the property of all mankind and all nation states of the world entrusted to the WASC through the WASA to prevent it from becoming a source of any international conflict. The WASA shall also ensure that the Moon is not being utilized for any military purposes, its environment prevented from being altered, it's open for research purposes of all nation states, its sovereignty is not claimed by any single sovereign state, and shall never be utilized for any purpose without any explicit benefit to all nation states and all peoples of the world.
Therefore, the WASA shall continue to administer the ownership of all unapproved and unregistered facilities of nation states on the Moon, in behalf of the WASC. It shall also continue to review and approve all planned activities on the Moon to ensure that they are in accordance with the provisions of international laws.
Section 7 - Global Outer Space Emergency

A Global Outer Space Emergency is an official declaration of the state of the outer space or in any part thereof from the Security Council upon the recommendation of the WASA on its will or by request of a member state. Under a Global Outer Space Emergency, the recommended actions of the WASA to eliminate a particular threat to all nations of the world, the planet, or any part thereof are authorized by the Security Council to be enforced to certain or all member states. Furthermore, under a Global Outer Space Emergency situation, WASA Funds may be utilized to aid certain or all member states to achieve the aims and objectives of the WA Space Agency.
Section 8 - Repeal of Conflicting Laws

This Act shall effectively repeal the WAMC Act.
This Act shall effectively repeal the WASDA Act.
