As far as Moscow’s self-sufficiency is concerned, Honorias agrees with Shockwave’s concerns, and I will add a clause in the proposal to assign this fifty-mile-wide band of territory around the present city borders. Regarding the possibility of Eurussia returning from its silence to reclaim this city, I understand Shockwave’s concern, though our government does not necessarily agree with it. I propose instead to add a clause for the Security Council to revisit the issue should a Eurussian ambassador apply for readmittance to the World Alliance at a future date. As for the notion of a successor state applying to take Moscow for itself, Honorias is firmly opposed. Our government has made this proposal in part because the competition to be recognized as the cultural or political successor of such a great state will almost certainly be immense, and very possibly violent. Moscow would be the greatest prize for those nations competing for Eurussia’s legacy, and giving them any hope of attaining it by fair means or foul would only encourage the destruction of this city.
