WAR ON HORIZEN


After hereing the news of vitami's allied was under attack the lord commissioner called an emergency meeting with the commissioner of logistics, the high tribunal, commissioner of defense, commissioner of navy, and Master of intelligence to figure what happened. with all information showing a breakdown of negotiations and a violation of a court ruling vitamin became worried of war, the final straw was when it was reported that the two nations have resorted to violence. the lord commissioner requested the tribunal to grant him the authority to act as a barrier between the two and for WA observers to join this fleet to monitor the matter.

The 4th and 6th fleet are being dispatched to create a blockade around the islands Togana holds and keep military supplies with exception of food, water, and clothing from entering. The commission of navy and air force has also formed the 2nd carrier fleet so it can enforce a no fly zone. Vitami is also sending a cruise vessel carring supplies to help those now disenfranchised by the violence, let it be clear this vessel is on a humanitarian ship and under the rules of war should not be harmed....

In light of the recent events near Serenarea's Eastern Isles and eastern trade routes, Proconsule Junkin III has lowered the DRL (Defense Readiness Level) from 5 (Normal) to 3 (Military on Standby).  Due to the proximity of the conflict to Serenarea, His Excellency has deployed the 1st, 2nd, and 5th Federal Army divisions to the recently acquired western territory of Kin Jidai as well as the 3rd, 6th-8th, and 13th Federal Army divisions to Serenarea's eastern-most islands of Euboa and Chalcis.  The Federation Air Defense Forces (FADF) have been put on stand-by and most air defense aircraft relocated from the mainland to the Serenarean air force installations on the western, northern, and eastern islands.  His Majesty's Navy have been deployed to guard Serenarea's territorial waters, islands, and straits to ensure no conflict reaches the Federation.

The Proconsule has summoned the 15 Consuls of Aremen, Nicaea, Arion, Aegenia, Aruai, Croux, Bavara, Valtos, Epida, Yaloen, Martagati, Patrae, Hamenan, Uzukima, and Achaea to an emergency session of the Lords' Council.  The Congress of the Federation is in session to discuss the military deployments and actions to be taken regarding the war between Honrias and Togana.

In a short speech this morning, His Excellence, Junkin III has declared Serenarean neutrality in the conflict:

"A dangerous conflict has erupted too close to the shores of our Eastern Isles, too close for us to ignore.  As always, Serenarea will remain neutral in this conflict but if the need arises, the Federation will not hesitate to use military force.  To ensure that every single one of the Federation's citizens is safe and secure from the conflict, I will take the necessary steps to secure our territorial waters and states.  No unnecessary risk will be placed on our glorious Federation."

Serenarea to Block Togana Ships From Passing Through Territorial Waters

The Federation of Serenarea has been informed of a sizable fleet of the Republic of Togana soon to pass through Federation territorial waters.  Due to the risk of conflict occurring in Serenarean territorial waters and busy trade routes between Serenarean straits, the large number Togana warships into our waters will not be permitted to pass through. Serenarea will not put its citizens at unnecessary risk. The Federation has recommended to Togana that the Republic's fleet not penetrate Serenarea's territorial waters at all or at the minimum, dock at the port city of New Riparia to negotiate any passage through Serenarea's territory. The Serenarean navy has been deployed to stop any effort made by any ships passing through its waters, through force if necessary. His Excellency, Proconsule Junkin III has again emphasized Serenarea's neutrality and has publicly announced that His Excellency will not put the Federation's people at risk.

Toganan Air Strikes Against Eslanian Targets as Sea Guard Awaits Its Turn

Tomelra, Eslania: Honorias has felt the first stings of the Toganan counterattack. Toganan long-range bombers attacked Eslania and the western Crownlands earlier today in a missile strike apparently aimed at weakening Honorias’s early-warning detection systems and its ability to respond to later attacks. Twelve missiles struck at Honorian military installations throughout the region, destroying several radar stations and causing serious damage to one garrison airfield; the Eslanian Air Force reports losing eight aircraft and the use of the runway at the present time. Eslanian fighters already in the air were capable of bringing down one of the Toganan aircraft before it could leave their range, but this is a paltry return for the damage that the Toganan Air Force has done to Eslania, the Archduke of which is of course Lord Commander of Honorias and the Gaivarvara.

To the south, military matters remain largely static. Honorian rockets and missiles continue to pound military positions on the Huperzian Islands, where President Alvin Waltz of Togana earlier ordered an immediate military build-up which prompted Honorias’s hostile actions. The islands are incapable of serious retaliation, but Toganan media as well as public discussions in a session of the World Alliance Supreme Court have made clear that a large Toganan naval presence is on its way to reinforce the area and threaten the Olympian Channel. Honorian naval forces have moved to defend the Huperzian Sea against the Toganans’ likely arrival points, but the Council of High Commanders has ordered that they not seek out the Toganan threat in open waters.

While today brought no military successes to speak of, politically Honorias was buoyed by fortuitous news from abroad. The Royal Household was relieved to receive news from the Federation of Serenarea, whose territories extend across northeastern Mnemosyne and the western borders of the Gibraltar Sea. While remaining steadfastly neutral, the Federation has ordered that a Toganan reinforcement fleet traveling to the Gibraltar Sea halt its advance before entering Serenarean territorial waters, which its government measures to include every channel between the Serenarean island territories lying in the midst of the Chernarusian, Chivalry, and Gibraltar Seas. This is a reprieve for the Honorian fleet guarding the entrances to the Huperzian Sea from the waters of the Gibraltar, where already a Toganan attack force has arrived. The latest reports from the south indicate that skirmishes have occurred between the two fleets, specifically against Toganan submarine forces attempting to infiltrate the Huperzian Sea.

The Federation of Serenarea, which has prevented Togana’s reinforcement fleet from progressing toward the Gibraltar Sea and called for peace between fellow members of the Security Council.

High Queen Meridia acknowledged the efforts of Proconsule Junkin III to preserve the peace of his realm and the World Alliance as a whole. “Militarily, of course, our forces appreciate the reprieve,” she said. “But this is an important political statement, as well. The World Alliance wants, and deserves, peace. We had already brought this matter to the Federation of Shockwave as a matter for international arbitration, and fully intended to see this political process through to the end. We acted because the Republic of Togana rejected that political process when it was suggested in our negotiations, and ignored it when the leadership of that nation resolved to send armed forces to the Huperzian Islands in complete violation of the World Alliance Supreme Court’s instructions. The Federation of Serenarea acts now to separate our warring forces and to prevent as much bloodshed as possible, and for that Honorias is grateful.”

BREAKING NEWS: Shockwavean Security Council Representative Elliot Hanson, presiding judge in the Supreme Court case Honorias vs. Togana, has once again instructed both parties to “cease fire until the ruling of the court,” citing preliminary agreement from both Honorian and Toganan representatives in statements made to the court after the outbreak of the fighting. While the Toganan representative has yet to deliver the response of President Waltz, Honorian Representative Dovali Trila-Nulai Senrida has promised that Honorian forces would cease their bombardment of the Huperzian Islands and be placed on standby as long as Toganan forces in the Gibraltar and elsewhere maintained their current positions and took no aggressive actions toward Honorian forces. A spokeswoman for the Royal Household has since confirmed that Toganan government officials have communicated their agreement to this condition.

Isauria, Honorias: With the news that the Republic of Teddyland has sent additional peacekeeping forces to the Huperzian Sea, High Queen Meridia Kaltra-Desere Thermala once again briefed the press and the people on the military and political situation between Honorias and the Republic of Togana, and confirmed without exception that the fighting between the two nations has come to an end. “Under the instruction of the Federation of Shockwave, which has filed a case in international court on our behalf, both the Crowns of Honorias and the Gaivarvara and the Republic of Togana have completely ceased hostilities and are maintaining a position of status quo,” the High Queen reported. “The Royal Household has received communication from the Republic regarding their decision to abide by the ruling of the Supreme Court’s presiding judge, the representative of the Federation of Shockwave, and both parties are in full agreement that the violence will come to an end.”

The immediate results of this ceasefire are minimal. Honorian forces have restricted most of their activities to long-range bombardment of the Toganan-held Huperzian Islands, with the intention of obliterating military installations on the islands before Toganan reinforcements from their homeland in Atlantis could arrive and solidify the islands’ position as a direct threat to Honorian shipping. While Honorias has stopped firing missiles at the islands, therefore, the launching stations themselves are still in position within Honorian territory to continue the bombardment if necessary. Furthermore, the Honorian Sea Guard continues to hold station in the western Huperzian Sea to keep watch over the approaches from the Gibraltar Sea, where a known Toganan fleet was awaiting a second reinforcement fleet from Atlantis at the time of the ceasefire. According to communications delivered to the Royal Household, the Republic has agreed that both fleets will hold their positions, just as the Honorian fleet will, to prevent further conflict while the Supreme Court looks into the matter.

The Federation of Shockwave, whose representative, acting as presiding judge over the case currently pending in the Supreme Court, has called for an immediate cessation of hostilities according to World Alliance law.

Neither side has fully totaled the costs of this war. The highest loss of life, which was primarily military, must have occurred in the Huperzian Islands, where Honorian missiles, long-range artillery, and even ship-based armaments on occasion battered the existing Toganan military installations for more than twenty-four hours before the ceasefire was finally called. However, Toganan air strikes against the eastern Crownlands and the Archduchy of Eslania (listed as part of Honorias on official World Alliance maps) have also claimed lives, as well as moderate damage to Honorian long-range detection and interception capabilities. There are further unconfirmed reports of casualties in the western Huperzian Sea, as a result of a submarine hunt that was intended to test, and possibly to break through, Honorian defenses in that region. The Council of High Commanders has promised to reveal additional information as it becomes available, but for the moment the damage and the casualties at sea are unknown.

The government’s attention, therefore, is turning to reconstruction of the damaged areas and the political games yet to come. “This could have been much worse for both Togana and ourselves,” the High Queen said. “Both of our nations are fortunate for the World Alliance and its dedication to peace. With the oversight of the international government, we are confident that our concerns will be heard, and the peace will hold.” When asked about the likely outcome of the court case now in the hands of the Supreme Court, High Queen Meridia said, “I wouldn’t dare to guess at any matter of fault. We asked the Federation of Shockwave to arbitrate as the Federation’s representative offered—or perhaps threatened would be more accurate—in our meeting only days ago, and it was the Federation’s decision to provide this arbitration in the form of a court case. The Republic of Togana’s refusal to abide by Shockwave’s instructions prompted our refusal in turn; certainly there will be repercussions for both nations, but we can be confident at least that Presiding Judge Hanson will see the truth of the matter and make his judgment accordingly.

“As far as I am concerned,” the High Queen added, “having the World Alliance Supreme Court hear this case at all is a victory. There can be no ruling that will allow the Republic of Togana to threaten Honorian shipping or travel, to say nothing of Honorian territory—not after we have demonstrated our resolve to defend our nation and its independence of action. The World Alliance knows now that Honorias will not accept the prospect of being held hostage by a foreign nation, especially one that has demonstrated perfidy in its previous dealings with us. Regardless of any findings of fault, we can be sure that the Supreme Court will rule to maintain the peace between us by any available means, which will prevent Togana from posing a threat to our interests in the way that it previously did.”

As peace has returned to the region, therefore, High Queen Meridia has expressed her confusion at the declaration made by the Republic of Teddyland to send a naval force to secure the Huperzian Sea. “I daresay that it is none of their business,” the High Queen pointed out, “and neither Togana nor Honorias would be liable for any Teddyland warship to come off the worse if it should come between declared combatants such as ourselves. Our fleet will continue to patrol the western Huperzian Sea regardless of Teddyland’s presence, anyway. To do otherwise would actually violate the promise we made to the Republic of Togana to hold our position during this ceasefire. We fully expect the Republic to hold to its end of the bargain, and as such there should be no further violence. Neither Teddyland nor the Imperial Republic of Vitami,” whose government had also ordered its fleet to forcibly establish peace in the Huperzian Sea, albeit specifically surrounding the Huperzian Islands, “have any further reason to be concerned, now that the matter is in the hands of the Supreme Court. I would encourage the Teddylanders, at least, to restrain their forces before they come into conflict with our legitimate positions in the Huperzian Sea, or the Vitamin fleets that are likely to arrive in the area long before their own.”

The Republic of Teddyland, which has recently concluded an arms deal with the Crowns of Honorias and has cited the presence of President Lily De Mele in Isauria during the conflict as a cause for concern.

“The war will not start again,” added Lord Commander Tolireo Dul-Thermala, who personally devised the overall strategy of the Honorian forces during the conflict and whose own homeland of Eslania suffered under the Toganans’ retaliatory airstrike. “There is no chance that the World Alliance would allow that, for which we should all be grateful. While we thank the Republic of Teddyland and the Imperial Republic of Vitami for their interest in keeping the peace, we really do wish that their forces would not add to the confusion of the current situation. In the case of Teddyland in particular, whose government ordered its fleet to the Huperzian many hours after Honorias and Togana had already agreed to a ceasefire, I rather firmly ask that it allow the World Alliance Supreme Court to do its work in the political arena without adding more guns to a situation that has only just become calm.”

FLEET ARRIVES


The vitamin fleet arrives at the Huperzia Sea, the 2nd carrier fleet takes to the north and has its fighter jets deployed running standard patrol pattern with the 4th fleet patrols the west lanes while the 6th patrols the east. all the forces have been placed on STRICT orders not to attack unless fired upon or it becomes the only measure available. Deputy commissioner Tulsi Mantila is given command and has expressed both parties in this conflict to come aboard and review the actions of the fleets to show Vitami has no intention of exculpating this further.

The humanitarian vessel has docked on the southern most island and is off loading the aid and providing it to the people that have been harmed in the bombardments, the Sisal fort mason academy students from the medical classes cam along and have set up an emergency hospital in the area to help the injured.

Moscow, Former Eurussia: Security Council representatives from the Crowns of Honorias and the Gaivarvara and the Republic of Togana met today in the chambers of the World Alliance Supreme Court to hear the ruling of Representative Elliot Hanson of the Federation of Shockwave on the case Honorias vs. Togana, which had been filed on Honorias’s behalf by Representative Hanson prior to the outbreak of hostilities between the two nations earlier this week. For Honorian observers, the initial results were nothing short of shocking: While both Honorias and Togana were punished with an equal fine of $500 million in World Alliance currency, which is to be paid to the Security Council as punishment for failing to abide by the court-issued peace order issued immediately upon the filing of the case, Togana was further ordered to pay Honorias $500 thousand in damages, and Honorias was ordered to pay Togana in return $900 million, 1,800% of Togana’s reimbursement. More outrageous, however, was Representative Hanson’s failure to rule on the danger posed by Toganan military assets to be placed on the Huperzian Islands, despite his confirmation of Honorian allegations that the Toganan argument of piracy in the Huperzian Sea was all but invalid. Representative Dovali Trila-Nulai Senrida called on Representative Hanson to offer an amended ruling, citing the fact that the original purpose of the case was entirely absent from the existing ruling; the Shockwavean representative thereafter issued an amended ruling, ordering both parties to restrain their shipping to official World Alliance shipping lanes, and demanding that neither nation’s naval assets enter the territorial waters of their opponent.

“There was nothing more to say,” Representative Trila-Nulai said to the Word as she left the Supreme Court chambers. “The Crowns had provided every piece of evidence we had for the court’s perusal, which should have made it more than clear that our nation was acting in defense of aggressive movements from the Republic of Togana, that we had reason to believe that their intentions were being purposely distorted, and that our initial bombardment was launched specifically to prevent Togana from utilizing those islands against us after it had already violated the court-issued order to stand down. Instead, the Shockwavean representative has punished us in equal measure to Togana in the case of the order violation, and seconded that by ordering Honorias to pay to Togana itself 180 times the reparations we can expect in return. Representative Hanson had all the evidence he needed to rule otherwise, and he chose not to. It was all I could do to remind him that the case had originally been called for something else entirely.”

In Isauria, sources from the Nerai Palace claim that High Queen Meridia met the initial ruling with disbelief. According to one attendant who asked to remain anonymous, the High Queen seriously considered restarting the war upon learning that the Supreme Court had failed to address Honorias’s primary concern, the very reason the case had been filed in the first place. “Her Majesty was obviously distraught that a representative not just of the Security Council, but of the President of that Security Council, has turned against Honorias in this way,” the source reported. “She spent hours reading the transcripts from our representatives’ meeting with the Toganan ambassadors, and eventually she declared that the only thing that makes sense to her is that, if they were right about nothing else, the Toganans were clearly correct to view the international community as an evil to be avoided whenever possible.

“The ruling outright stated that the Toganans were wrong to lie to us,” the source added, “but the court still spat in Honorias’s face. Her Majesty is already preparing future policy with this insult in mind.”

Representative Trila-Nulai, however, had no choice but to accept the ruling on behalf of the High Queen. “As our nation called for international arbitration in the first place, we could not reject the arbiter’s authority after the fact,” she said. “As tempting as doing so might be, the fact is that the court was eventually persuaded to guarantee the safety and security of Honorian shipping and travel—which was, after all, the purpose of this entire month’s endeavor. It is unfortunate in the extreme that it has come to this. We shall certainly not forget.”

Isauria, Honorias: High Queen Meridia Kaltra-Desere Thermala once again entertained foreign royalty in the Nerai Palace as Proconsule Junkin III of the Federation of Serenarea arrived in Isauria to initiate a formal diplomatic relationship between Serenarea and the Crowns of Honorias. The Federation was earlier instrumental in ensuring that the World Alliance Supreme Court had ample time to work in reestablishing the peace between Honorias and the Republic of Togana, having stalled a Toganan fleet en route to the Gibraltar Sea before it could join with Toganan forces already in the area to smash through Honorian naval defenses. The Federation maintained its neutrality in the conflict, and, like with the Imperial Republic of Vitami and the Republic of Teddyland, deployed its forces to separate the combatants rather than take any particular side.

The presence of Proconsule Junkin III in Isauria indicates that this neutrality does not preclude a friendly relationship with its neighbors across the sea. The Federation of Serenarea, which dominates the continent of Mnemosyne, will almost certainly become an important factor in Honorian foreign policy, and High Queen Meridia is clearly keen on ensuring that this influence is entirely positive. “The nations of Olympia cannot help but be moved by the gravity exhibited by the Federation of Serenarea,” the High Queen said to the press today. “But we can do our best to move with this force, rather than struggle against it, and thereby achieve our mutual goals with greater ease. I firmly believe that the people of Serenarea and those of Honorias share a single desire for peace in this region of the world, and together we can work to ensure that it never leaves us again.”

It is also thanks to Serenarean generosity that Honorias now has additional tools with which to keep the regional peace. The Proconsule’s visit to Isauria caps off a round of negotiations between Serenarea and the Council of High Commanders, as the Royal Household spokeswoman announced at the conclusion of the meeting between the two national rulers. “His Majesty the Proconsule and Her Majesty the High Queen came to a swift agreement regarding the purchase of Serenarean naval assets for the use of the Honorian Sea Guard,” the spokeswoman explained. “Our nation will now have the use of a medium-sized aircraft carrier and additional support vessels that will be necessary in projecting our defensive capabilities well beyond our own borders, in order to strike at whatever threats might attack us from across the sea.”

The spokeswoman added, “Honorias continues to negotiate with other parties to further improve its ability to defend itself against intercontinental aggression. We have no intention of being trapped by our own limitations again.”

Federation of Serenarea Officials Arrive in Augusta

His Majesty, Proconsule Junkin III, has arrived in Augusta, Togana today after being invited by President Waltz. The Togana government has put on a large State dinner for Proconsule Junkin III as well as 15 other Consuls. The President has invited Serenarea Officials to better ties with nations around the world.

The President will hold talks with the leaders of Serenarea to discuss different trade opportunities between the two nations.
